What Is Advertiser Permit by the UAE Media Council?  

The UAE Media Council Advertiser’s Permit is an official approval required for anyone who wants to run paid advertisements within the UAE. This permit applies across all seven emirates, including Abu Dhabi, Dubai, Sharjah, Ajman, Fujairah, Ras Al Khaimah, and Umm Al Quwain. It also covers all free zones and trade zones, meaning businesses registered anywhere in the UAE must secure this permit before publishing commercial ads.

The purpose of the permit is to ensure that all advertising content follows UAE media regulations, maintains cultural standards, and avoids misleading or restricted material. Whether the ad is online, printed, outdoor, or on social media, this permit is the main approval required to run it legally.


How to Apply for the Permit?

Applying for the permit is simple and fully online. Here's the usual process:

  • Visit the UAE Media Council official website.
  • Create an account or log in using your UAE Pass.
  • Select Advertiser’s Permit from the list of services.
  • Upload the required documents (Emirates ID, trade license, and ad details).
  • Cross check the application, Complete the Video Class & Submit the Application.

Once approved, the permit is issued digitally and can be used to run ads legally across UAE platforms.
Note that permit is free for the first 3 years and needs to be renewed annually

Who Needs This Permit?

You need this permit if you plan to publish advertisements in the UAE regardless of whether it's a paid campaign or free, including:

  • Businesses promoting products or services
  • Freelancers running ads for clients
  • Social media influencers posting paid promotions
  • Companies running online ads, print ads, billboards, or video ads

In short, anyone spending money on advertising in the UAE must obtain this permit.

So… Do Digital Marketing Agencies Need a Separate Permit?

The answer is both YES and NO.

Based on our communication with the UAE Media Council, it’s clear that if your agency is promoting or running ads for a third-party business (a business you do not own) using your agency platforms, your agency must have an Advertiser’s Permit. Advertising for clients without this permit is considered a violation of UAE media regulations.

However, if you are only promoting your own agency or your own business, you do not need this permit.

If required, agencies can apply for the permit directly through the United Arab Emirates Media Council. The cost is AED 4,000 per year, and it must be renewed annually.

How can Agencies Apply for the Permit?

Applying for the permit is similar and fully online but some things are different. Here's the detailed process:

  • Visit the UAE Media Council official website.
  • Create an account using your E-mail and not EID. This is mandatory as application can't be further proceeded with EID for Agencies.
  • Select Account Settings from the settings tab and add partner details.
  • Once partner details are added and verified, Select Advertiser’s Permit from the list of services.
  • Upload the required documents (Emirates ID, trade license, and media handle details).
  • Cross check the application, Complete the Video Class, Pay & Submit the Application.

Once approved, the permit is issued digitally and can be used to run ads legally across UAE platforms.

What About Managing Social Media Accounts?

The answer is NO — you do not need an Advertiser’s Permit to manage or handle a third-party’s social media accounts. Managing content, posting, or maintaining their profiles does not require this permit.

However, improper or unauthorized use of a client’s social media accounts is your responsibility. Always manage accounts professionally, securely, and ethically.

asking for a bit more clarity. this is needed for posting in my page correct? what if i'm posting behalf of them in their pages? should I need a permit?

in their pages, mena you only manage their accounts then no need just dont repost their videos
